Civil Defense and Firefighting Program

Establishment

Our Vocational School, where our department is located, was established in 2010 by the Council of Higher Education under the name "Yapraklı Vocational School" and was renamed "Social Sciences Vocational School" in 2022. Within the "Property Protection and Security Department," our Vocational School has established the "Private Security and Protection Program," the "Occupational Health and Safety Program," and the "Civil Defense and Firefighting Program." Students were admitted to the Private Security and Protection Program in the 2013-2014 academic year, the Occupational Health and Safety Program in the 2014-2015 academic year, and the Civil Defense and Firefighting Program in the 2015-2016 academic year. The Department of Property Protection and Security, which has been providing uninterrupted education since 2010, strives to contribute to our country`s manpower needs in this field with its graduates, driven by high demand (student numbers reaching 730 each semester). The department`s theoretical and practical training is conducted in coordination and collaboration with relevant international institutions and organizations (ICAO, IFA, NFA, FIOH, NSC, KAN, NIOSH, OSHA, etc.) as well as with faculty members who are experts in their fields. The Department of Property Protection and Security continues its educational activities at our university`s Uluyazı Campus (in the Faculty of Economics and Administrative Sciences building) with a total of fourteen academic staff members: one Associate Professor, three Assistant Professors, and ten Lecturers, all of whom have authored numerous national and international scientific articles, books, and projects. The Department of Property Protection and Security continues its educational activities at the University`s Uluyazı Campus (in the Faculty of Economics and Administrative Sciences building). In addition to offering associate degree programs, our department contributes to the education and training activities of our university at the undergraduate and graduate levels (Institute of Health Sciences, Occupational Health and Safety (thesis and non-thesis, distance learning, master`s programs, etc.), as well as other universities and related institutions.

Students graduating from the "Civil Defense and Firefighting Program" are awarded an "Associate Degree." They gain knowledge of Civil Defense and Firefighting and are awarded the title of "Civil Defense Specialist and Firefighter."

Admission and Registration Requirements

Student admission to this program is based on the Basic Proficiency Test (TYT) score administered by the Student Selection and Placement Center (ÖSYM) in accordance with the regulations of the Council of Higher Education (YÖK). Eligible candidates must complete their registration through the e-Government portal. Candidates who cannot register through the e-Government portal must apply in person with the original documents or university-certified copies of the documents specified in the ÖSYM guide. Candidates who cannot apply in person may register with a representative holding a notarized power of attorney. Candidates who fail to register within the deadline are deemed to have waived their right to student status. For this program, the conditions specified in the ÖSYM guide must be met. (To enroll in this program, candidates must meet the health requirements stipulated in the Municipal Fire Brigade Regulation for appointment as a firefighter (Article 15). It is also recommended that candidates review the appointment requirements.) Recognition of Prior Learning

Relevant provisions of legislation such as the "Regulation on Transfer Between Associate and Undergraduate Programs in Higher Education Institutions, Double Majors, Minors, and Inter-Institutional Credit Transfers", "Regulation on the Continuation of Undergraduate Education by Graduates of Vocational Schools and Open Education Associate Programs", "Regulation on the Obtaining of Associate Degree Diplomas or Adaptation to Vocational Schools by Those Who Have Not Completed or Cannot Complete Their Undergraduate Education", and the "Çankırı Karatekin University Associate and Undergraduate Education Regulation" apply. Students placed in the program graduate on the condition that they have successfully passed all 120 ECTS credits and passed all compulsory theoretical and practical courses. However, if they have previously graduated from any higher education institution, they can apply for exemption from equivalent courses and may be exempted if deemed necessary.

Qualification Requirements and Rules

Relevant provisions of legislation such as the "Çankırı Karatekin University Associate and Undergraduate Education Regulation" apply. The education and training program includes theoretical and practical compulsory courses, elective courses, seminars, internships, practical sessions, laboratory work and other reviews, homework, individual study, exam preparation, field and library work, projects, and similar activities. The total ECTS credits for courses and practical sessions in an academic year is 60. To qualify for graduation, students must: Students must successfully complete the courses, practical training, and internships required by their program in accordance with the provisions of this Regulation, successfully complete one hundred and twenty (120) ECTS credits, and maintain a minimum GPA of 2.00. Students who qualify for graduation are awarded an "Associate Degree Diploma" by the University. The name of the department/program completed by graduating students is indicated on their diplomas. Other matters regarding the diplomas are determined by the Senate.

Program Profile

The program consists of four semesters, and in addition to the first two semesters of specialized courses, courses include Turkish Language, Atatürk`s Principles and the History of Turkish Revolution, and Foreign Language. A curriculum that includes a 30-day professional internship is also offered after the first two semesters. Graduating students will possess the theoretical and practical knowledge and skills of Civil Defense and Firefighting, and the competence to become civil defense and firefighters. They will also be qualified to work in positions related to Civil Defense and Firefighting in the public and private sectors.

 

Program Educational Objectives

The program aims to produce graduates who, after completing an associate`s degree, possess analytical intelligence, entrepreneurial spirit, multifaceted thinking, responsibility, and theoretical and practical knowledge and skills to meet the needs of public and private sectors in the field of Civil Defense and Firefighting. The goal of the Civil Defense and Firefighting Program is to develop individuals equipped to contribute to the fire department and to fight fires. The training provided in this program aims to train individuals competent enough to perform the necessary interventions in firefighting and firefighting to save lives and property.

 

Transition to Further Studies

The relevant provisions of legislation, such as the "Regulation on the Continuation of Undergraduate Education of Graduates of Vocational Schools and Open Education Associate Degree Programs," which establish the principles and procedures for vertical transfer and placement of program graduates into formal education and open education undergraduate programs, are implemented. The Student Selection and Placement Center (ÖSYM) prepares an annual guide detailing which undergraduate programs are eligible for vertical transfer by graduates of this program, as well as those in their final year who have fulfilled graduation requirements other than internships, as well as the requirements for these programs and the student numbers to be admitted. This guide outlines how candidates can apply, how to choose their undergraduate programs, the examination, evaluation, and placement procedures, and the procedures to be conducted by vocational school directorates and the units to which the open education associate degree programs are affiliated. This guide enters into force upon approval by the Council of Higher Education. Vocational school directorates and the units affiliated with open education associate degree programs are responsible for verifying and approving application documents for compliance with the requirements of this Regulation, submitting application documents to ÖSYM by the end of the application period, and completing the graduation procedures for final-year students, whether they have graduated or not, applying or not, and for entering the academic grade point averages of all candidates into lists sent electronically by ÖSYM, which they then send to ÖSYM. ÖSYM places candidates who meet the application requirements into undergraduate programs, taking into account their placement scores and the quotas and requirements of the undergraduate programs, and the preferences they will make after the University Entrance Exam results are announced. ÖSYM determines how the DGS score will be calculated by adding the Associate Degree Success scores derived from the academic grade point averages to the exam scores and is included in the Vertical Transfer Exam Guide. Graduates of the Civil Defense and Firefighting program can transfer (using the DGS) to undergraduate programs in Emergency Aid and Disaster Management, Labor Economics and Industrial Relations, Public Relations and Advertising, Public Relations and Promotion, Economics, Business Administration, Public Administration, Finance, Political Science and Public Administration, Social Work, Tourism Management, or International Relations.

Exams, Measurement, and Evaluation

Relevant provisions of legislation, such as the "Çankırı Karatekin University Associate and Undergraduate Education Regulation," apply to exams, measurement, and evaluation. The principles and methods to be applied in evaluating exams and determining course grades are determined by the Senate. Special examination methods, determined by the relevant unit board, may be applied within the framework of these regulations, taking into account the disabilities of students with disabilities. Exams include quizzes, midterm exams, midterm/final exams, make-up exams, practical exams, make-up exams, supplementary exams, single-course exams, and exemption exams. The most common exam types and principles are as follows: Midterm Exam: At least one midterm exam is administered for each course per semester/year. Projects, assignments, short-term exams, labs, workshops, practical exercises, and similar activities within a course can replace the midterm exam. Midterm/final exam: This exam is administered within the timeframe specified in the academic calendar. Students who register for courses, meet the attendance requirements, and successfully complete the practical exams are eligible to take this exam. Supplemental Exam: This exam is administered following the midterm/end-of-year exam for students who failed the midterm/end-of-year exam, as well as for students who met the exam requirements but were unable to take the midterm/end-of-year exam. The grade received on the supplemental exam replaces the midterm/end-of-year grade. Practical Exam: This exam is administered for the practical applications of theoretical courses or those with practical applications. Students who fail this exam cannot take the final exam. Make-up Exam: This exam is administered to students who missed the midterm exam due to an excuse. Students must submit a written application to the relevant academic unit with a document demonstrating their excuse within one week of the exam date. Exemption Exams: These exams are offered for courses designated by the Senate. Students can take these exams at the beginning of the academic year. A minimum grade of C3 is required to pass the exemption exams. Exams may be written, oral, or both written and oral, and/or practical. The locations and dates of the exams are determined by the academic units and announced at least one week before the exams. Students must take the exam on the announced date, time, and location, and bring their identification documents and any other required documents. If a midterm exam is given, it will count for 40% of the final grade. Graduation Requirements

Relevant provisions of legislation such as the "Çankırı Karatekin University Associate and Undergraduate Education Regulation" apply to graduation. To be eligible for graduation, students must successfully complete the courses, practical applications, and internships required by the diploma program they are enrolled in, in accordance with the provisions of this Regulation, one hundred and twenty (120), and have a minimum GPA of 2.00. The maximum duration of study is four years for associate degree programs. Students who fail to graduate at the end of this period are not eligible for student rights. Students who fail to graduate from the program they are enrolled in after the maximum period, excluding those who have not taken and/or have taken but not met the attendance requirement, are granted two additional exams for all courses they failed despite meeting the exam requirements. Employment Opportunities

Graduates of the Civil Defense and Firefighting program are trained as professionals equipped to combat natural disasters, fires, accidents, and other emergencies. Graduates of this program have broad employment opportunities and have a variety of work opportunities. Here are some areas where these graduates can work: 1. Municipal Fire Departments: Graduates can work as firefighters, fire chiefs, or fire chiefs in municipal fire departments. They undertake duties such as fire extinguishing, rescue operations, and taking safety precautions before and after a fire. 2. AFAD (Disaster and Emergency Management Presidency): They can work within AFAD (Disaster and Emergency Management Presidency) for disaster and emergency response and management. They work before, during, and after disasters, working to prevent loss of life and property. 3. Industry and Industrial Facilities: They can work as fire safety specialists in large industrial facilities. In these facilities, they can assess fire risks, provide fire safety training, and develop emergency plans. 4. Airports: They can work as part of fire safety and emergency response teams at airports. They work in environments requiring rapid response to emergencies such as aircraft crashes or fires. 5. Private Security Companies: Security companies operating in the private sector need personnel specialized in fire safety and emergency management. These companies conduct fire safety inspections, training, and the installation and maintenance of fire suppression systems. 6. Healthcare Institutions: They can work as fire safety specialists in hospitals and other healthcare institutions. Hospitals are places with a high fire risk, and therefore, fire safety measures are vital. 7. Training and Consulting Services: They can serve as instructors in institutions providing training in civil defense and firefighting. They can also provide consulting services on fire safety and emergency management. 8. Energy Sector: They can work as fire safety specialists, particularly in facilities where flammable materials such as oil and natural gas are processed.
